Hugo sending strange packets on ATCS

I was in Ft. Wayne yesterday with my radios, and noticed a bunch of packets coming from the Hugo address, i forget the message number, but it was "railroad specific funtions" and contained nothing usable that i can see, but also Hugo seems to have had an address change since last in database, decodes remain the same, just went to a 201 address from a 102. Anyone head up that way might want to know this.
