Kinda sorta. CSX invested millions to upgrade the line so they could use it as a relief valve for routes into Cincinnati. L&I owns the line, but CSX owns the improvements (ballast, ties, CWR, new bridges) and has exclusive trackage rights.

CSX trackage rights, so CSX crews and power. The few crew changes I've seen seem to be all CSX crews. I haven't heard anything about L&I hiring more crews to handle this traffic.
