The Penn Central merger was a merger of two giant incompatible railroads, that had been rivals, particularly their respective New York-Chicago services, doomed by the forced inclusion of the bankrupt New Haven RR. The PC had absolutely no chance for success.

Do you really think PC could have survived without the New Haven? I think the Green Team vs Red Team would have torn them apart with or without the NH. Way too many duplications of routes and facilities. PC was doomed more because it was a parallel and not end-to-end merger.
