The NCD dispatcher is using radio bases a long ways from Ft Wayne, which is probably why you never hear him.
I heard the 173.5 say it's usual NO DEFECTS but on the end I heard POWER OFF and a little later 282 asked the dispatcher about it. I only heard 282. 282 was between Winters Rd. and Yoder. But with my scanner connected to my TV antenna in the attic I can hear trains all the way to Poneto.

There is a base antenna that the NCD dispatcher uses in Bluffton near the signal at MP 165. The NCD dispatcher can also use the antenna at East Wayne, if needed. You should be able to pick up both.

Trains change to the Huntington District channel 160.38 at Winters Rd. Often, you will hear trains announce that signal on both frequencies.
