Why has 28G been on NCD? I just heard it on NCD's frequency.

The short answer is because it can.

The long answer takes into consideration, congestion on another line, lack of crews on another route, no pick-ups or set-outs en-route so it can be routed around problems (crews, congestion, derailment, etc), schedule change, new orig/destination. There might be other considerations, or any combination of the above.
