I agree with you that I'd like to know more about the plans with the 765, especially since the dark clouds of the pandemic seem to finally be lifting :) . The only thing that I do know of this photo is that it's westbound Pennsylvania 4-8-2 M-1 No. 6980 on Fort Wayne's west side and you can see the GE Campus on the background and this photo would have been taken from JUNCTION TOWER

No. 6110 was the very 1st T-1 to be built, and the T1 was the last steam locomotive to be built in the Altoona Juniata Locomotive Shops.

In the last couple years since Pioneer took over the line they have replaced a couple of road crossing and the rail in the crossing did get 115# rail otherwise everything on the line is/was 85#
